नई दिल्ली: लोकसभा में नेता प्रतिपक्ष राहुल गांधी ने निचले सदन में अपने लिखित प्रश्न का सरकार द्वारा दिए गए उत्तर का हवाला देते हुए बुधवार को दावा किया कि मोदी सरकार के पास जाति जनगणना को लेकर कोई ठोस रूपरेखा और योजना नहीं है और यह देश के बहुजनों के साथ खुला विश्वासघात है। कांग्रेस के पूर्व अध्यक्ष राहुल गांधी ने ‘एक्स’ पर पोस्ट किया, ‘‘संसद में मैंने सरकार से जाति जनगणना पर सवाल पूछा था। उनका जवाब चौंकाने वाला है। न ठोस रूपरेखा, न समयबद्ध योजना, न संसद में चर्चा और न ही जनता से संवाद।” उन्होंने दावा किया, ‘‘दूसरे राज्यों की सफल जाति जनगणनाओं की रणनीति से सीखने की कोई इच्छा भी नहीं है।
मोदी सरकार की यह जाति जनगणना देश के बहुजनों के साथ खुला विश्वासघात है।” राहुल गांधी ने बुधवार को लोकसभा में लिखित प्रश्न किया था, ‘‘दशकीय जनगणना की तैयारी के लिए प्रमुख प्रक्रियात्मक कदमों का ब्यौरा और संभावित समयसीमा क्या है, जिसमें प्रश्नों की तैयारी, कार्यक्रम निर्धारित करना शामिल है? क्या सरकार का जनगणना के सवालों का प्रारूप प्रकाशित करने और इन सवालों पर जनता या जनप्रतिनिधियों से इनपुट लेने का कोई प्रस्ताव है? क्या सरकार अलग-अलग राज्यों में किए गए जाति सर्वेक्षण समेत पिछले अनुभवों पर विचार कर रही है और यदि हाँ, तो तत्संबंधी ब्यौरा क्या है?”
इसके जवाब में गृह राज्य मंत्री नित्यानाथ राय ने बताया था कि जनगणना दो चरणों में होगी। उन्होंने कहा था कि पहले चरण के तहत मकान सूचीकरण और आवास गणना तथा उसके बाद दूसरे चरण में आबादी की गणना की जाएगी। मंत्री ने कहा था, ‘‘आबादी की गणना फरवरी 2027 में की जाएगी, जिसकी संदर्भ तिथि 1 मार्च 2027 की मध्य रात्रि होगी, सिवाय केंद्र शासित प्रदेश लद्दाख, और केंद्र शासित प्रदेश जम्मू कश्मीर तथा हिमाचल प्रदेश और उत्तराखंड के बर्फ से ढके दुर्गम इलाकों को छोड़कर, जहां यह गणना सितंबर 2026 में की जाएगी, जिसकी संदर्भ तिथि 1 अक्टूबर 2026 की मध्यरात्रि होगी।” राय ने कहा था, ‘‘जनगणना का 150 वर्षों से अधिक का इतिहास है। अगली जनगणना के लिए पिछली जनगणनाओं से प्राप्त अनुभवों को ध्यान में रखा जाता है। प्रत्येक जनगणना से पहले संबधित हितधारकों से भी सुझाव लिए जाते हैं।”
