बुधवार को रिजर्व बैंक ऑफ इंडिया (आरबीआई) की सेंट्रल मॉनेटरी कमेटी ने मौद्रिक नीति की समीक्षा करते हुए रेपो रेट में किसी तरह का कोई बदलाव नहीं किया है। इससे लोगों को दिवाली पर सस्ती ईएमआई का गिफ्ट नहीं मिलेगा।
आरबीआई के गर्वनर उर्जित पटेल की अध्यक्षता में बनी एमपीसी ने बुधवार को घोषणा करते हुए कहा कि महंगाई दर अपने उच्च स्तर पर है, जिसकी वजह से रेपो रेट और रिवर्स रेपो रेट में फिलहाल कोई बदलाव नहीं किया गया है। रेपो रेट को 6 फीसदी पर रखा गया है। बैंक रेट और एमएसएफ रेट 6.25 फीसदी पर बरकरार रहेगा। हालांकि आरबीआई ने एसएलआर 0.5 फीसदी घटाकर 19.5 फीसदी किया है। आरबीआई की अगली क्रेडिट पॉलिसी 5-6 दिसंबर के दौरान होगी।
आरबीआई ने वित्त वर्ष 2018 के लिए जीवीए अनुमान 7.3 फीसदी से घटाकर 6.7 फीसदी किया है। रिजर्व बैंक ने अक्टूबर-मार्च में रिटेल महंगाई दर 4.2-4.6 फीसदी रहने का अनुमान दिया है। जनवरी-मार्च 2018 और अप्रैल-जून 2018 में रिटेल महंगाई दर 4.6 फीसदी रहने का अनुमान है। जनवरी-मार्च 2019 में रिटेल महंगाई दर 4.5 फीसदी रहने का अनुमान है।
महंगाई दर बढ़ना बना बड़ी वजह
अगस्त में थोक और रिटेल महंगाई दर में काफी बढ़ोतरी देखने को मिली थी। पिछले दो महीने में इसमें 190 बेसिस पाइंट का इजाफा हुआ है। जीएसटी के लागू होने के बाद अक्टूबर से सभी तरह की उपभोक्ता वस्तुओं के दाम भी काफी बढ़ गए हैं, जिससे अभी महंगाई दर और बढ़ सकती है।
सबसे कम है रेपो रेट
इस वक्त रेपो रेट 6 फीसदी है, जिसमें सेंट्रल बैंक ने 2 अगस्त को 25 बेसिस पाइंट की कटौती की थी। यह कमी बैंक ने 10 माह बाद की थी। तब सेंट्रल बैंक ने देश भर की बैंकों से कहा था कि वो अपने-अपने इंटरेस्ट रेट को घटाये, जिसका लाभ आम जनता को मिले।
अभी देश में रेपो रेट सबसे न्यूनतम स्तर पर है। आरबीआई वेट एंड वॉच की पॉलिसी पर कायम रहेगा और जीडीपी में ग्रोथ के लिए सरकार की ओर ही नजरें रखेगा और आगे चलकर जब महंगाई दर में कमी होगी तब रेपो रेट घटाने पर विचार किया जा सकता है।
आरबीआई रेपो रेट घटाने का इच्छुक नहीं
जीडीपी के कमजोर आंकड़ों की वजह से आरबीआई फिलहाल रेपो रेट घटाने पर विचार नहीं कर रहा है। इकोनॉमिक एक्सपर्ट के मुताबिक, आरबीआई फिलहाल इनमें किसी तरह का कोई बदलाव नहीं करेगा। ऐसा इसलिए क्योंकि देश भर के बैंकों ने अपने इंटरेस्ट रेट को कम नहीं किया है, जिसकी वजह से आपकी ईएमआई पर किसी तरह का कोई असर देखने को नहीं मिला है।
रेपो रेट घटाने के बाद आरबीआई कई बार सरकार और बैंकों से आग्रह कर चुका है कि वो इसका फायदा कंज्यूमर तक पहुंचाए। सरकार अपनी तरफ से अगर बैंकों पर दबाव बढ़ाए तो फिर इंटरेस्ट रेट गिरने का फायदा सभी वर्गों को मिलेगा।
